Only Send SampleData and Response payload if error Occured.
onError/always which can be selected by user to send the response Data and SampleData to App Insights.
Added Comments for responseDataOption and sampleDataOption field to be selected by user

if nothing passed or any value passed apart from onError or always, It does not send logs.
