Also pinned npm version to @16.x.x since upgrade it will generate some wrong compatibilities issues with package-lock tree resolution
Also fixes the default fetch filtering only in progress tasks, now fetch all tasks by default

Description
I've implemented the all-tasks following the patterns present at application but it should be merged after Volta.sh PR #1638
Related Issues
Some users like me want to land default at all tasks page like in any other download manager to avoid navigation this feature can fix this.
In other hand some time is confusing look at Motrix window and don't see already downloaded tasks only the runing this gives the user sensation that something is wrong because the tha last added download simply goes to the void, but no, it is at stopped page.
