P1 Badge Avoid running npm install without a package.json

This workflow unconditionally runs npm install at the repo root, but the repository has no package.json anywhere (checked with rg --files -g 'package.json'). That will fail with ENOENT on every push/PR, so the new workflow will always be red unless a Node project is added or the working directory is adjusted to a subproject that actually has a package manifest.
