Build and release pre-compiled binaries when release-plz creates tags.
Binaries: elizacp, yopo, sacp-conductor, sacp-tee, sacp-trace-viewer
Targets: x86_64 and aarch64 for Linux, macOS, and Windows
Archives follow cargo-binstall naming convention:
{binary}-{target}-v{version}.tar.gz (or .zip for Windows)
Static linking with musl improves portability - binaries work on any Linux distro regardless of glibc version (Alpine, older systems, etc).
