Updates to change log with changes from November 2025
Added guidance on using fractions of a second and timezones to datetimes. Hopefully fixes #160

And removed three of the four examples because they no longer worked (data.os.uk, ONS digital, local government register)
and made change history "collapsible" (hopefully)
