This pull request includes a few changes to the CODEOWNERS file and an update to the title in the Index.cshtml file.

Updates to CODEOWNERS file:

  • Added a default code owner for the entire repository.

Changes to Index.cshtml file:

  • Modified the title in the Index.cshtml file to include "with PR".
