[ENG-58127] :Create function to Fetch Initial State from Azcollect Service and send the updated state to AZcollect Service

1.Added the function to retrieve the initial state from the Azcollector Service using below api
GET {{baseEndPoint}}/azcollect/v1/{{accountId}}/paws/config/{{CollectorId}}
2. Added the function to send the new state config back to azcollect service using below api
PUT {{baseEndPoint}}/azcollect/v1/{{accountId}}/paws/config/{{CollectorId}}
