Extra error handling in EC2 Cleanup handler

Added extra error handling.

Update EC2 Cleanup handler

Copied a newer version of ec2-cleanup from the upstream, and applied the AL fork changes to it.

This should improve the handling of keepalive events and result in fewer instances of the aws ec2 describe-instances call being throttled.
