Remove gist creation from badge update workflow#65

The workflow was failing because GITHUB_TOKEN doesn't have permission to create gists. Since we're already storing badge data in the repository and the README references these files directly, the gist functionality was unnecessary and has been removed.
The workflow now always runs on all PRs but only performs validation when relevant files are changed. This prevents the 'Waiting for status to be reported' issue when the workflow is a required status check but no config files were modified.
