ARC - ?? ( 91 was free? )

Was discussed some time back in devCouncil and other calls as a potential friction point for adopting ARC55. So decided to take stab at moving @nullun arc55 example from TEALscript to puya-ts and add encryption.

If we only care about encrypting transactions, the change on the contract is very light, but there's more work off-chain to be done.

assets/arc-0091 has examples e2e. Deploy and test locally with algokit.
