Fix GitHub Pages build: Add GitHub Actions workflow for Jekyll with Chirpy theme

- Add .github/workflows/jekyll.yml for custom Jekyll build
- Update Gemfile to specify Jekyll version
- Add .nojekyll to prevent GitHub Pages auto-build
- Fix YAML syntax in _data/home.yml
