build: update fw and packagr to 19.2.0

• Updated package.json manually to bump ng-packagr version.
• Update package.json to remove -rc.0 from `devDependencies (?).
• Updated constants.bzl to bump framework and ng-packagr version.
• yarn
• yarn bazel run @npm2//:sync

Note: This won't pass CI until the framework release is out.
