This may not apply, but in case it comes up:
I'm currently troubleshooting an issue I encountered upgrading AdminBilling with Passenger and Apache and base64 0.2.0. I'm getting the same issue described here
In short, we'll just want to confirm Passenger is able to run after this change. I'll report my findings if I'm able to resolve it.
