This is a backport of PR #3342 as merged into devel (0e3c85c).
Hi,
I am a first-timer releasing a collection (community.openwrt), so I was following the procedures. I spotted a couple of improvements, like there was no mention of the Ansible Forum.
Also, the command line for antsibull-changelog was not right: it is refresh, not reload.
