[AAP-52663] Test SonarCloud with 80%+ coverage (should pass)

Purpose

This PR tests that SonarCloud quality gate PASSES when code has sufficient test coverage.

Changes

• Added ansible_base/lib/utils/coverage_test_utils.py with a utility function
• Added test_app/tests/lib/utils/test_coverage_test_utils.py with comprehensive tests covering >80% of the code

Testing Plan

1. Verify SonarCloud check PASSES due to sufficient coverage (>80%)
2. Compare with PR [AAP-52663] Test SonarCloud 80% coverage gate enforcement #861 which FAILED due to 0% coverage

Comparison

• PR [AAP-52663] Test SonarCloud 80% coverage gate enforcement #861: Same function, NO tests (0% coverage) - FAILED ❌ (as expected)
• This PR: Same function, WITH tests (>80% coverage) - should PASS ✅

Notes

This is a temporary testing branch to validate SonarCloud coverage gate enforcement works correctly in DAB.
