Fix bug where global team permissions would not show in access lists

Description

Permissions set up in galaxy_ng not yet fully being displayed because the access list wasn't yet handling global permissions of teams. This is expected to fix that.

As of opening, not totally happy with the queryset formation, and still looking into making it cleaner.
