CI: Fix dependabot PR blocking job

Description

Changes from #6743 made the job block-dependabot preventing any PR from dependabot to be possibly merged.
A rule from zizmor is being temporarily disabled because, contrary to the standard "auto validation" on dependabot PR we want to block this kind of PR. This is a false positive but we should refactor CICD to distinguish between workflows, e.g. PR and release, to clean up or CI.
