feat: improve empty state UX for service list

What this PR does

Adds a proper empty-state UI for the Service List page using Ant Design Empty component.

Previously, when no services were available, the page displayed a blank table which could confuse new users.
This change provides a clear message guiding users to create their first service.

Thanks for the suggestion! I’ve split the copy-to-clipboard functionality into a separate PR as recommended.
This PR now only contains the empty-state improvement.

Thanks for the suggestion!

I agree this empty-state component could be reused across other resources.
To keep this PR focused and minimal, I limited the change to the Service list only.

I can follow up with a separate PR to refactor this into a shared component
and apply it to other resources if that sounds good.
