feat: support event triggered synchronization

What this PR does / why we need it:

Support triggering data surface resource updates through events.

When any resource of the watch is updated, it will trigger the update, so there is no need for frequent timed full synchronization in a short period of time.

Even when the pod on the dataplane is updated, it will trigger the update.

So set sync_period to 1h.
