Update - the build has failed, packer failed at waiting to ssh into the instance/VM. Need help/consult on this, to get the initial packer/setup right.

Debian 12 (Bookworm) will have its standard security support end in June 2026, followed by two years of Long Term Support (LTS) which will end on June 30, 2028

Closing this, let's use Debian 12 at least for 4.22.
