doc: remove remote loading of fonts & upload to repo

Motivation and Context

Fixed an issue where remote fonts were no longer being fetched due to changes in the Content-Security-Policy applied to all ASF sites.

Description

• Removed loading of remote fonts
• Uploaded fonts to repo
• Updated NOTICE
  • Tried using the follow documentation - https://infra.apache.org/licensing-howto.html
  • Tried looking at other projects but didn't see any consistency.
• Updated attributions.html
  • Since all font-weight (100-900) were uploaded, additional attributions were added.
  • The attributions were also slightly modified to match the copyright from: https://fonts.google.com/specimen/Raleway/license
