Motivation and Context

Make a single live version of the docs

Description

• Removed old versioned en docs
• Updated configuration to replace dev with latest
• Updated build process to look for latest and removed dev
• Updated .htaccess for redirects.
• Added todo comments to try and improve snapshot for future archive process.
