Update version to 46.0.0 and add changelog doc

I recommend the following for next steps (which is what I did for 45)

1. Wait to merge this PR until we have all the needed content (e.g we have fixed whatever tickets are listed on Release DataFusion 46.0.0 #14123)
2. merge this PR
3. Immediately make a branch-46 (e.g. similarly to branch-45)

Then we can do final testing on that branch, backport anything else that comes up during testing, and then make the release candidate from that branch-46

I don't think I have anything specific in mind -- maybe re-check that the downstream upgrades work

I guess I am thinking at some point we have to slow the velocity of changes in what we are going to release, but it would be nice not to slow down the work on main
