minor: update some deps and reduce thread pressure during test runs

• started to remove some more enforcer stuff - so a lot of updates: notable things:
  • there is a 2.20 jackson-annotation package; the jackson 2.20.1 bom references that
• a QTest OOM-ed while running the PR....based on the jstack+oom details
  • there were lots of qtp threads => set some less aggressive policy
  • there were 69 suppliers in the cache => made the supplier cache utilize LRU and set a 32 limit
• also added some jcmd to capture some birds-eye view mem details during ci runs
