FINERACT-2332: SavingCOB infrastructure

Description

We are in the process to have SavingsCOB implementation, this change is the first one to have the infrastructure for this. We have new stuff like SavingsCOBBusinessStep, SavingsAccountLock, SavingsAccountsStayedLockedBusinessEventSerializer and others to manage the Savings COB in the similar way as currently we have the Loan COB
