Add hostNetwork for operator pod, default false

What is the purpose of the change

This change allows a user to enable host networking on the operator pod for the flink-kubernetes-operator helm chart.

Brief change log

• hostNetwork is available to be set in flink-operator.yaml
• hostNetwork is set to false by default in values.yaml

This change is a trivial rework / code cleanup without any test coverage.
