Request for adding a new GitHub Action to the allow list

Overview

The action sets up Gradle in workflows. It's (at least IMHO) an easy way to get Gradle running.

not thrilled by the whole 7m blob of javascript, but Gradle is widely trusted, so OK I suppose

right, but v5 will be changed once v5.0.1 or v5.1.0 is released
