What changes were proposed in this pull request?

Migrate the v1 "OM High Availability" doc https://ozone.apache.org/docs/edge/feature/om-ha.html to v2 doc "System Internals", https://ozone-site-v2.staged.apache.org/docs/system-internals/components/ozone-manager/

Ignore the section "Configuration", "OM Bootstrap", "OM Leader Transfer" and "OM Service Roles Listing". These sections will go to Administrator Guide under Configuration and Operations, respectively.

SCM HA is added under Core Concepts. Shouldn't we add OM HA under the same?

Or should we move SCM HA under System Internals?

We have two different JIRAs filed for OM HA.

@sarvekshayr the OM HA doc in v1 is quite extension and covers both user level concepts and system internal implementation. The latter should go into System Internal for sure since most of it is not relevant to users. The former should go into core concept

We need a similar page to https://issues.apache.org/jira/browse/HDDS-14348 in Administrator Guide -> Configuration -> High Availability -> OM HA

and fill the page with the section "Configuration", "OM Bootstrap", "OM Leader Transfer" and "OM Service Roles Listing" from v1 OM HA page.
