While this may be considered unnecessary, the latest sbt-license-report does fix a major bug where the license report generation would be incorrect (see sbt/sbt-license-report#141). The PR also makes
project/index.mdconsistent with newer branches. It also includes the improvement where the sbt-license-report is much faster.The sbt version also had to be updated since sbt-license-report only supports sbt 1.10.5 or later
I will regenerate the documentation when the PR is merged.
