Motivation
Apache Commons libraries haven't been upgraded recently. In BookKeeper, the Apache Commons libraries were upgraded with PR apache/bookkeeper#4582. It's better to keep the versions upgraded to recent versions to avoid compatibility issues as there were in BookKeeper where commons-codec wasn't compatible with the commons-compress version. It's also useful to keep the versions in sync with versions used in BookKeeper since Pulsar's distribution of BookKeeper uses the versions assigned in Pulsar's pom.xml.
