What is the purpose of the change

rocketmq should be started after dubbo is initialized

dubbo start on contextRefreshed event

Brief changelog

Remove startup based on spring lifecycle hooks
Added startup inside ApplicationRunner.
Considering the problems when integrating with springcloud
