Purpose of this pull request

Remove the seatunnel-shade module into seatunnel-shade project.
The seatunnel-shade module rarely changes, so there's no need for it to be released every time alongside seatunnel. The release of seatunnel-shade-related JARs will be handled by the seatunnel-shade project, and seatunnel can simply reference the corresponding JARs from the Maven Central Repository.

Good job
The current 2.3.13 has already had the release branch created, and the version number needs to be changed to 3.0.0. At the same time, the release process document needs to be modified: https://seatunnel.apache.org/community/contribution_guide/release
