First PR to get from a geotiff file to a raster StructArray and back again.

Currently failing to build gdal-sys:

Caused by:
  process didn't exit successfully: `/home/runner/work/sedona-db/sedona-db/target/debug/build/gdal-sys-a0c94d3e9d3c5e2a/build-script-build` (exit status: 101)

Also:

NOT APPROVED: rust/sedona-gdal/Cargo.lock (apache-sedona-db-0.2.0-alpha81/rust/sedona-gdal/Cargo.lock): false
1 unapproved licences. Check rat report: rat.txt
Error: Process completed with exit code 1.
