Update About section after graduation and copyright year

This PR updates the About section after the project graduation and updates the copyright year to 2026.

Please include .asf.yaml to update the About, and should also fix machine learning into machine-learning.

Ideally this PR fixes all *.md files who have (incubating) in their content, except release history related ones.

I’ve updated the NOTICE file to remove the incubating reference and updated the copyright year to 2026. Please let me know if anything else is needed.

I’ve addressed all the points raised:

Updated .asf.yaml with the correct About description and labels (removed incubating, fixed wording).

Removed (incubating) references from README.md, build.md, and the wayang-assembly README.

Fixed “machine learning” → “machine-learning” wording where applicable.

Synced the branch with main to resolve conflicts.
