[YUNIKORN-3207] fixing dependabot security warnings

Addressing dependabot warnings in this PR.
Upgraded @angular/core, @angular/cli and @angular/build to 20.3.17
Removed override from pnpm-workspace.yaml
overriding qs in package.json as json-server does not have any stable release after 0.17.4.
Updated version for karma-jasmine-html-reporter
Added steps for handling these updated in README.md
