This PR updates the repo to be compatible with eslint 9. This is a breaking change that drops support for older versions of eslint.

+babel,+alloy, and+titaniumextensions+vueextensionNote that there are a few rule changes and additions in eslint 9 so do not be surprised if there are new founds when running this after updating.
