First of all, this fixes an issue where set could not be used if the service had an existing policy. Passing the service in explicitly is needed since the permissions are handled off the service. It also requires an api change to call update directly on the path, which in combination with manually passing the service, still maintains the same structure as if we used the nested route.
Finally it also adds the ability to set HAS to use the new restart free option.
