Convert test spec params to capabilities

Summary of changes

The capability system is being used to filter all test specifications, which deprecates the specific test spec params that can be represented with capabilities instead.

The changed options in this PR will produce errors with idaholab/moose#32294, so they are being patched ahead of time.
