LGTM. probably, doc/core.md needs to be renamed as well.

Originally the min-level IR was called "Core". Since no the whole language is called "Core Solidity" this leads to naming confusion.
This PR renames the IR to "Hull" and moves the EmitHull along with Specialise to newly created Backend subdirectory.
