all: upgrade tf and mark sensitive attributes as write-only

This pull request includes several updates to dependencies and improvements to the schema definitions in the internal/provider package. The most important changes include upgrading various dependencies in the go.mod file, adding a new upgrade-tf target in the GNUmakefile, and updating url attributes to be write-only.

Makefile improvements:

• GNUmakefile: Added a new upgrade-tf target to upgrade the Terraform plugin framework to the latest version and tidy the Go modules.

Schema improvements:

• internal/provider/atlas_migration_resource.go: Added the WriteOnly attribute to the url field in the MigrationResource schema.
• internal/provider/atlas_schema_resource.go: Added the WriteOnly attribute to the url field in the AtlasSchemaResource schema.
