Release Notes v3_11_01

Tweak the TRACE_ and TRACEN_ (ostringstream) macros to only instantiate
the ostringstream if there is something to be done. These now behave
like the TLOG macros. This means when disabled that they take, on
a relatively modern node, about 5ns instead of up to 390 ns.

The trace_cntl info (tinfo) command shows the Slow/Mem config accurately.

The trace_cntl test-compare command is more accurate.

The trace_cntl test-thread command was changed.

FHICL_FILE_PATH is not added during setup.
