We are currently installing Python 3.9 in the docs workflow but since #305 are requiring Python 3.11+. This changes to instead install 3.x which resolves to latest Python stable release.
EDIT: This also updates docs workflow to be triggered to run on pull-requests (but not do final deploy step) so that we catch this sort of thing before merging in future.
