Instances of the format shall be capable of expressing all of the information contained in FITS files.
Instances of the format shall be capable of expressing all information contained in a FITS SIF or MEF image.
Instances of the format shall be capable of expressing all information contained in a FITS table.
Instances of the format shall be capable of expressing all information contained in a FITS data cube.
Instances of the format, created from a FITS file, shall contain sufficient provenance metadata to indicate which the FITS data were used to build the new instance and the processed used to build the new instance.
