Integrate attogram/base Workflows and Publishing#20

This commit integrates the standard GitHub Actions workflows and the simple Markdown publishing setup from the attogram/base repository. The following changes were made: - Added GitHub Actions workflows for CI, GitHub Pages deployment, Prettier, and automated releases. - Added a docs/README.md and _config.yml to enable GitHub Pages publishing. - Added package.json and package-lock.json to support the Prettier workflow. - Updated the README.md with badges, dynamically adjusted for this repository. - Replaced placeholders in the release workflow to be specific to this repository. - Removed a legacy release workflow file to avoid conflicts.
