Description:
Added DotNet sample app to test X-Ray Sampler.
Testing Performed:
Followed the steps in https://github.com/aws-observability/aws-otel-community/tree/master/centralized-sampling-tests to test the X-Ray Sampler in Dotnet and was beneficial in giving us the confidence to release the sampler.
