Introduce AWS X-Ray Adaptive Sampling support

Changes

Applying the following PRs to the main branch from release/v2.11.x:

• Adaptive Sampling Support: AWS X-Ray Adaptive Sampling Support #1141
• Propagate sampled flag as attribute Propagate sampling decision as attribute #1161
• Shorten adaptive sampling's trace state usage Shorten trace state usage for adaptive sampling #1164
• Capture all spans in anomaly traces + more [Adaptive Sampling] Capture all spans in anomaly traces + more #1165
• Fix contrib build issue in disk-buffering Fix disk-buffering build failure in contrib #1169

Also made some changes to align implementation with other changes made in the sampler in the contrib since 1.39.x was in use:

• Change to ensure we always use parent based sampler - open-telemetry/opentelemetry-java-contrib#1488
  • Updated AwsXrayRemoteSampler code to use this.internalXrayRulesSampler instead of this.sampler where relevant as the XrayRulesSampler is now stored there.
• Change in main branch to (not released) to fix a opamp-client build issue - open-telemetry/opentelemetry-java-contrib#2193

Testing

Redid testing of multiple use cases including:

• Boost logic, both enabled and disabled
• Anomaly span capture - captures all spans in a given trace after an anomaly span is detected
  • Non-anomaly span followed by anomaly span
  • Starting with anomaly span
  • etc
