This PR creates a sample API Gateway-powered REST API for sending WhatsApp & SMS messages to customers using AWS End User Messaging.
Since Meta requires that free-form messaging only happens in the time window 24h after the user has messaged the system, this solution will take care of tracking 24h user messaging windows.
