This PR adds a new data collection module for AWS Marketplace Agreements.

Features:

Collects marketplace agreement data and terms
Includes IAM policies for marketplace APIs
Creates Glue crawlers and QuickSight datasets
Integrates with existing Step Functions workflow
Adds test coverage
