feat: upgrade deploy tool to net8.0

Description of changes:

• Update all projects to net8.0
• Switch S3Origin to S3BucketOrigin.WithOriginAccessControl since S3Origin is now obsolete.
• Removed ISystemClock clock which is now obsolete
