Description of changes

[EFA] Upgrade EFA to version 1.38.1 (from 1.38.0) to address issue on Rocky9.

Tests

Verified on a Rocky9 compute node where EFAS 1.138.0 was not working, that by instakllking EFA 1.38.1 solves the issue
